Under the background of deepening popularization and financial crisis of higher education, governments are looking for a new source of funding with a wide range of channels for higher education,establishing and improving a reasonable cost-sharing pattern,and further promote healthy development of higher education.In this process,higher education institutions charging students tuition fees has become an inevitable trend and the proportion of individuals' cost-sharing in higher education is increasing.The smooth implementation of the charging policy in Higher Education must have a corresponding system of student loans to support and protect, or it is difficult to achieve the goal that development of higher education in terms of efficiency and equity.Australia puts a strong emphasis on education,and particularly,its highly developed higher education system is obvious to all in the world.Its popularization of higher education achieved earlier,and the charging policy and the corresponding student loan system in HECS is more mature and sound.This scheme has played an important positive role for Australia to expand the scale of higher education,as well as to ease the financial pressure on the government.The body of this thesis consists of four parts.The first part introduced a practical background and theoretical basis of HECS.Reform of higher education in a country must have its specific historical background,including the reasons for socio-economic development as well as the support of theoretical basis.The second part analyzed the main contents and its changes of HECS.Through comparing the changes before and after reform of HECS,interpreted its content and analyzed the reasons for changes.The third part explored the features and effect of HECS. The significant features of HECS make it is a worth-learning model of higher education for other countries,and its successful implementation has not only expanded the access to higher education and the participation rate of low-income families,but also eased the financial pressure on government finances and broadened the higher education funding sources.The fourth part concluded the reference significance of HECS for higher education in China.Through a comparative analysis of the HECS,this thesis tried to provide a valuable insight for improving the charging and student loans system of our higher education based on China's specific national conditions.
