As reformation has been deepening in Chinese higher education, the old student financial support system that the state bears all the costs for students can抰 catch up with the development of market-oriented higher education. It抯 urgent to found and perfect a new student financial support system, which should be correspondent with the market economic system of socialism. The new student financial system should give consideration to both efficiency and fairness and be beneficial to the healthy development of higher education. From the two functions of comparative education, namely being sensible and practical, this thesis explores the main form of the student financial support system----student loan. The background and the main measures of student loan are discussed in order to perfect our student financial support system. There are mainly four chapters in this thesis. Chapter One probes into the background of the development of student loan system. Though factor analysis, this section considers the third economic crisis, globalization and cost sharing theory . With the shortage of higher education funds and the unjustness of free higher education, the principle 搘hoever benefits from higher education should pay for it?is adopted by different of different countries and gradually accepted by common people. Through policy analysis ,the developments of British & American student financial support system are respectively discussed in Chapter Two. This chapter analyses the process of student loan from the fringe of student financial support system to the center of it. Influenced by the predominant political thought 憈he Third Road? student financial support system has been pushed to the stage in England. It is Clinton抯 president-running speech 慞utting People First?that gives the direction of American student financial support system. Chapter Three compares the concrete operations of student loan in England with those in America. This section explores three aspects: its resources, its management and its recovery. The indications of the British and American student financial systems for China are focused on in chapter Four. Based on the revision of our student financial support system, suggestions are given to the development of Chinese student financial support system.
