A Study On Current Situation And Strategy Of Higher Education Personal Cost-sharing In Henan Province

Along with the rapid expansion of the scale of higher education in China sinceenrollment, the lack of funding for education has become the bottleneck of thedevelopment of higher education. So, broadening the sources of funding for education,sharing cost of higher education by the government, the students (families), schools andsocial has become the way to solve this problem. In this context, as a special province,Henan Province-the most populous province, the largest province of the college entranceexamination students, major agricultural provinces, sharing personal costs of highereducation is facing greater challenges.Therefore, through literature research, comparative analysis and, the thesis fullyexpounds the theoretical and practical basis of Henan Province Higher Education personalcost sharing, and compares with the other provinces of central region in the level of tuition,as well as compares the urban with rural areas in different income groups for theaffordability of higher education tuition. Then we can draw the following conclusions:1.The higher education tuition standard in Henan Province is performed in strictaccordance with the standards developed by the Government, and the average tuition is thelowest level in the central region;2. Apart from low-income households in the urban andrural residents who still have some difficulties for tuition commitment, most of theresidents basically have the ability to pay for higher education;3. For the families withsome economic difficulties, the charges of the art professional are also a little high;4. Thefinancial investment from the government on higher education has not yet reached thenational standard of4%.Finally, in order to build rationalization standard on personal cost sharing in HenanProvince Higher Education, the paper attempts to give some countermeasures andsafeguards recommendations. For example, with the government regulations, we can learnfrom “Price Hearings”, the colleges eventually develop “Sectional tuition” standardaccording to the actual situation. At the same time, Higher Education personal cost sharingmechanism will be more harmonious and perfect by building mixed funding system.
