| National Student Loans are an important measure in the CPC Central Committee and State Council under the economic conditions of the socialist market used through the financial means to improve the funding of University policy system,and increase economic hardship for ordinary college student with financial assistance efforts,it's an important guarantee that the students of economic difficulties are enjoying for fair education,and the basic requirements of education for implementing the scientific development concept and strive to do so that people are satisfiedWith the reform of China's education system and the implementation of the charging system for colleges and universities,especially since the College Expansion in 1999,the number of colleges and universities students from economically disadvantaged families is increasing.To effectively address this problem and maintain the fairy of education,since 1999,the state implemented the National Student Loan policy government led,bank implemented and the colleges and universities participated in.In June 2004,the state made a greater perfection for student loan policy and implemented a new mechanism of country loans.Over the past decade from the implementation of National Student Loan policy,it has achieved marked results in resolving difficult questions of students in economic difficult families and has played a positive role in promoting the sustainable development of colleges and universities and safeguarding social stability.However,a number of questions have been exposed in the course of implementation.The main problems encountered in the current development of National student loans are:First,the process of national student loans is slow and the scale is small;Second,the development of college and university loans of different types and levels in different areas is uneven; Third,loan default problems are more serious,etc.Therefore,studying the problems in the process of the implementation of the national student loans and looking for ways to solve is bound to make a positive impact on effective operation and further improvement of the policy.This thesis describes from the meaning,nature,significance and developing process of the current college student loans,making Shandong Normal University as an example in the central part,analyze the current situation of the implementation and the reasons of existing problems of the national student loan,and on this basis summarize the proposals and development prospects in a targeted manner to further deepen and improve the national student loan policy to help fit the design of the national conditions of China's National Student Loan Policy.The main conclusion of the study in the thesis is:Colleges and Universities National Student Loan,which is the product of the combination of finance, higher education and financial with the characteristics of policy-orientation, commercial and risk of property,is a special kind of financial products.National Student Loan is effective on society,individuals,banks,and schools,so the problems existed can not be neglected.To promote the effective development of the National Student Loan in our country,government should improve the regulations and laws related with the National Student Loan,banks should strive to expand national student loan business,schools become bridge to do well in the National Student Loan with banks and strengthen the training and education for students,and students should improve their comprehensive quality,to be an honest man.In short,the Government,banks,colleges and universities should have full attention to National Student Loan work,from their different perspectives to study,continue to go through the practice of verification,and gradually form a scientific and effective functioning of mechanisms to jointly promote its healthy development. |
