Since the Second World War,social and political,economic,and military competitions have fundamentally concentrated on the competition of education,the educational competition gradually reflected in the construction of the ranks of primary and secondary school teachers.In developed countries,influenced by the thought of life-long education,the concept of continuing education for primary and secondary school teachers came into being in the 60s of this century, then in the mid-80s,the continuing education of primary and secondary school teachers are mainly from the perspective of the next major role which teachers played in our society and the quality of future teachers determine the destiny of the country.Continuing education for primary and secondary school teachers is a specific cause which owns these features of large investment, long period,strict norms and slow effect.And it is directly responsible for the sacred mission of personnel training,strengthening and rejuvenating our country.Chinese education of primary and secondary school teachers is an important component of basic of the whole education system and it is the security of teachers' quality and source in our country,"the decision of the State Council on the reform and development of basic education" was first put forward the concept of teacher education.The management system of continuing education for China's primary and secondary school teachers has been made to all engaged in such a change from the beginning,it is closely focused on the government to improve the quality and the level of basic education.The nature,focus and degree of the training are all governmented by the government.Pre-post phase separation of the traditional education management system unable to adapt to the continuity of the professionalization of teacher education,the requirement on the principles of integration and lifelong.Accompanied by the continuous development and perfect of the socialist market economy,if the education management system of the primary and secondary school teachers continues to lack a strong system of protection,laissez-faire management of training institutions and one-sided pursuit of economic efficiency,ignore the school's aim and weaken the quality of school education purposes and the objective of personnel training,it will certainly affect China's primary and secondary school teachers to continue the healthy development of education.Therefore,this paper from the perspective of the management system,try to adjust the institutions of continuing education for China's primary and secondary school teachers scientifically,to streamline its management relationship continuously,and clear the division of authority among departments constantly,and strengthen legislation to ensure the legal status of the relevant policies,improve the administrative law enforcement supervision system in accordance with the law,provide a scientific and efficient management of institutional models to promote the continuing education for primary and secondary school teachers continue to be the sustained and healthy development.Just before the writing of this paper and its formation process,I access to a lot of literature, as far as possible to own a comprehensive understanding of the research level at home and abroad,the status as well as research methods and means,through access to information,from past and present relevant results absorb nutrients,be inspired,its reflection,so that we could achieve this study the concept and theory more scientific and convincing.In this paper,the research methodology is not only a literature study,but also adopted a comparative study of law, history study of law and other important research methods.
