As the important guarantee of the reform and development of basic education, the continuing education for primary and secondary schools teachers always realizes its development based on satisfying the demands from basic education. The current curriculum reform of basic education which aims at advancing the process of turning exam education into quality education expects much of primary and secondary schools teachers, and it's a new background for the continuing education for primary and secondary schools teachers.On the basis of an analysis of the new curricula, the thesis tries to make some researches on the curriculum system of the continuing education for primary and secondary schools teachers in the light of the expectations for teachers of the new curricula.The new curricula of basic education establish their value of aiming at students' complete and healthy development. Centered on the aim, the new curricula expand curriculum content from book and classroom to whole living world in order to make plenty of room for students' development. It tries to change the existence that discipline and subject lacking integration were emphasized excessively by reducing subject's quantity, making subject integrated and enhancing the integrated practice courses. Differing from the traditional attitude towards the curriculum implementation for teachers and students just as an action of delivering and receiving, the new curricula claim thatit was a ceaseless process of teachers and students' searching the meaning of life and constructing themselves value judgment. The new curricula propound the new learning style whose main characters are independent, exploring and cooperative.As the main intermediary between curriculum design and implementation, primary and secondary schools teachers is the key to carrying out the new curricula. Aiming at the old ideas and behavior of primary and secondary schools teachers, the new curricula demand them acting some new roles in the curriculum implementation, and changing their roles from knowledge-transferee to learner, from dominator in classes to helper and guider of students' development, from passive curriculum player to positive curriculum constructor, from experientialist to researcher and from single person to others' cooperator.Obviously, the demands for teachers are the basic clues to constructing the curriculum system of the continuing education for primary and secondary schools teachers. Under this background, the thesis tries to construct a curriculum system which not only could satisfy the demands from basic education reform but also promote the complete development of primary and secondary schools teachers by the following specific aspects including making curriculum objectives, establishing curriculum principles, choosing and organizing curriculum content, optimizing curriculum forms. This curriculum system establishes its value of aiming at primary and secondary schools teachers' development based on helping them adapt to the curriculum reform of basic education. And it should be constructed on such principles as the principle of development, subject, dynamics, opening, experience and so on. The curriculum content is the essential element of the curriculum system, and itinvolves following seven areas: professional ethics, educational theory, modern teaching technique, teaching skill, educational research, basic education reforms, enlarging views. In order that the curriculum content involving seven areas could really have the influence, it's very necessary to organize and optimize it purposefully to form a series of specific courses with special value and function. And then, choose and balance the curriculum forms properly, and finally construct the curriculum system of the continuing education for primary and secondary schools teachers with the most integrative optimization.
