The continuing education policy of primary and secondary school teachers is an important guarantee to ensure the effecitveness of this education, to comprehensively enhance the level of these teachers, to promote the curriculum reform of basic education and to implement the goals of quality education. Strengthening the reaserch of this policy and establishing and improving this policy system is a great need for issues of continuing education. This thesis had a summarization, analysis and reflection on the development of this policy via methods of historical research, literature study and theoretical study so as to explore patterns, identify problems and make recommendations. The thesis maintains that since the founding of PRC, this policy has undergone six stages of start-up, hesitation, stagnation and damage, restoration and reconstruction, regulated legal system, and scientific development. Each stage has its characteristics, while the policy of continuing education has its overall patterns and features in the text form, mandate compliance, planned training content, established organization and training institutions. At the same time, contraints of further development arose in the progress, mainly in the legal level and force, policy changes and stability, target orientation, identification of qualification lecturing teachers, accessing system of qualifies educational institutions, rights of primary and secondary school teachers in continuing education, allocation and use of funds of continuing education, power of management of continuing education as well as supervision and assessment of its quality. Accordingly, amendments supplemtations and supporting policies for further improvement should be carried out on these issues.
