"Curriculum is the heart of education."The curriculum of teacher's continuing education is the most direct and stablest factor to upgrade the quality of teachers. Only through the curriculum setting can the purpose of education be carried out, the process of school education be standardized, and the overall structure of teachers'continuing education be optimized. With the arrival of era of lifelong learning and learning community, teachers'continuing education becomes the unavoidable stage of teachers'professional development. And the nature and function of teachers'education are gradually undergoing change. That naturally causes the overall reflection on the practical model and curriculum setting of teachers'continuing education.Shandong Province has a large population, so its primary and secondary education faces heavier pressure. A shortage of teachers has constrained the development of education and become a "bottleneck." At present, although the problem has been mitigated to a certain degree, from the overall quality there are still some problems existing in the levels of educational history and age structure among teachers. Along with promotion of the process of teachers'professionalization, the new standard of teachers'role and quality has been put forward. The future of teachers'continuing education should first take into consideration the overall optimization of teachers'educational history and age structure and the steady development of teachers'quality. To achieve this goal, Shandong province must establish a diversified curriculum structure. In this sense, the setting and development of curriculum are not only to work out a large number of teaching materials and detailed syllabuses. It is no longer just for the teachers to participate in training courses. The change of curriculum idea and development of curriculum resources has left a broad space for development of teachers'continuing education courses and also provided teachers with a variety of learning and participation. Under the reform of teachers'continuing education, continuing education for primary and secondary school teachers in Shandong Province will promote the professional development of teachers and improve the quality of primary and secondary education, and make an important contribution to building Shandong into an advanced province in education.This study studies the present situation and countermeasures of curriculum system of continuing education for primary and secondary school teachers, and constructs a diversified curriculum system integrating pre-vocational education into continuing education. The author believes that this will help cultivate the qualified teachers meeting the needs of the times and with innovative spirit and practical ability and this will be conducive to promoting curriculum reform for basic education.
