With the development of Chinese education, the main factor that conditions the quality improvement of the education especially the elementary education is the problem of teacher. Recent years, our country and the ministry of education paid more and more attention to normal education, which provide golden opportunity for the development of local normal universities. However, we have to know that the local normal universities also face extensive challenges in the new age. The free normal education of the normal universities subordinated to the ministry of education brings a series of influences; the integration and multiplication of the teacher education make the local normal universities facing the challenge of the comprehensive universities; the modernization of teacher education impact the traditional teaching methods and ideas; the comprehensive and investigative teaching brought by the curriculum reform of the elementary education advanced new requests to the teacher education; the enhancement of the teaching requested by the improve of educational level; and so on.In this paper, the writer studied how to orientate, develop and exert the advantages of local normal universities under the new condition through analysis of the characteristic and development status quo of them. And also, how to constitute rational aim of development, to eliminate or decrease the blight of the restrict factors, to serve the education with better application of information technology, to broaden the ideas and to enhance the synthetical strength of the local normal universities.The first chapter is introduction. I introduce the background, the research methods and the aim of the study. Explain the correlative conception, the research of the other scholars for normal universities especially for local normal universities. The second chapter is the introduction of the development history, the characteristics, the functions and the development status quo of the local normal universities. The third chapter I narrate the challenges and the problems of the local normal universities. Compare the local normal universities with the comprehensive universities and the normal universities subordinated to the ministry of education. The last chapter I give proposals through the research of the questionnaire and interviews. The conclusion part summarizes the whole paper and prospect the uptrend of the local normal universities.Since I am devoid of practical experience, I searched a lot of datum, interviewed and made questionnaires. I interviewed Mr. Shen Rongwei and Mr. Zhu Xiyu of teaching technology office of Shanghai Normal University, Mr. Gu Yunnan of the administration office of graduate students of Shanghai Normal University, and some students of 2007 majored elementary education. I also researched the network institutions of Shanghai Jiaotong University and East China Normal University, the practice base of Shanghai Normal University in Xinsong middle school. Through these work, the writer found that although the modern technique which still being explored brought energy to education, it also had shortages and problems during operation.The local normal universities must be clear about the location, protrude the characteristics, strengthen the discipline building, reform the object and the mode of fostering, strengthen their operational awareness and the connection with primary and secondary schools, expand services, and serve the local area with the local resources. Advance the curriculum reform and the distance education in teacher training for local elementary education. Innovate the educational mode, link up the pre-vocational education and post training, push forward the entire system of teacher education. Improve the comprehensive strength continuously to adapt to and meet the needs of elementary education, and be remaining invincible in the competition with the comprehensive universities and the normal universities subordinated to the ministry of education.
