Teaching is the basic function of universities, which were created in the middle age. Thereason of academic utilitarian trends and the wrong recognition of teaching, teaching research isseparated from academic research, and the same to the relationship of teaching and scientificresearch.Teaching, at its best, means not only transmitting knowledge, but transforming andextending it as well. Teaching is belongs to the category of academic connotation, which aswith traditional academic. The scholarship of teaching and learning (SoTL),at its best, meansnot only transmitting knowledge, but transforming and extending it as well, which is one of thefour academic types and the high academic standards of teaching. The SoTL includes teachingand learning, which stand for a new academic-modernism. The academic is the inherentcharacteristic of college teaching. The ability of SoTL is a basic quality of reflective teachingand research in teaching that universities teachers should have. In the context of the highereducation popularization and the open cultural system of teacher education, local normalcolleges are no longer the subjects of taking charge of teacher education. In this policybackground, local normal colleges should base on teacher education, and refine theschool-running ideas and orientation. Local normal colleges must start from reality and developthe characteristic discipline. Introduce the SoTL to local normal colleges can make thecorrespondence point between its school-running characteristics and orientation, and it also canplace teacher education to be the characteristic and advantages in development of local normalcolleges. Combine the SoTL with the development of local normal colleges, and the philosophyof SoTL can be the based foundation of colleges. Through the way of literature analysis,comparative analysis, case analysis and historical analysis, to research the theoreticaldevelopment and the process of institutionalization of SoTL, and the history and developmentbackground of local normal colleges. Besides, the research analysis the successful practicalexperiences of SoTL, to explore the possible paths from four levels. The four levels include: institutional level, college level, teacher level and student level. To explore the possible pathscan give possibilities to reform and develop local normal colleges, and also can providereference to the development in SoTL of local normal colleges.Local normal colleges face the problem of underdevelopment. This convey is on the basisof Boyer’s view of learning, to clarify the development of SoTL and demonstrate the feasibilityof the introduction. And then explicit the importance of SoTL to embody characteristics oflocal normal colleges. To approach the problem of underdevelopment of local normal colleges,the research should explore the path of it. On the basis of comparing the successful experiencein teaching and learning of overseas universities, the research makes a summing up of3categories of SoTL experiences, which is of representation. The3typical categories belong tolevels of institution, college, teachers and students separately. All of the above can provide theguidelines to the practical experiences of local normal colleges. At last, to explore the new pathon the SoTL that embody characteristics of local normal colleges through analyzing the fourlevels of institution, college, teachers and students, and combine the SoTL with thedevelopment of local normal colleges, can guide the development of local normal college, andembody the characteristics of it. And then achieve the major development of local normalcollege.
