With the direction of the promulgation of About the Decision of Reform and  Development on Basic Education and English Curriculum Criteria of Common Senior  High School (Test) in 2001, the New English Curriculum Reform is getting into a new  stage. Teachers are the key link in the curriculum reform, while they need time to adapt  to the reform. This article aims at studying whether the Senior English teachers  in Panjin City adapt to the reform or not, in order to investigate the problems and  the difficulties that the teachers are meeting with and to provide actual proofs  for educational administration and schools for training teachers. It uses the  methods of questionnaire, interview and observation, basing on English Curriculum  Criteria of Common Senior High School (Test). The article begins with the new  characters, new demands and new challenges of the New Curriculum towards the senior  English teachers. By investigating English teachers from seven Senior Middle  schools in Panjin City about their viewpoints on their teaching concepts, teaching  activities, new evaluating methods and their understanding to the reform. The  article can draw a conclusion that the Senior English teachers do not adapt to the  demands of the New Curriculum and there is still distance between them. At the same  time the article brings forward strategies for Educational Administration, schools  and teachers to help the Senior English teachers in Panjin City to adapt to the New  Curriculum.
