Our country began to institutionalize the evaluation of "prestigious teachers" in the middle and primary schools in 1978, and its sign is the evaluation system of "the super teacher" established. In the late 1990s, following "the national crossing-century gardener's project", the government at all levels and departments in charge of education presented various names of "the projects of the prestigious teachers", and raised the climax of the institutionalized cultivation of "prestigious teachers". In order to understanding the implementation of "the project of prestigious teachers" and its institution influence on the master group, the concept of "prestigious teachers" and "the project of prestigious teacher " is classified and their characteristics are analyzed in this research. On the foundation of the research, the performance of "prestigious teachers" of the H county and its primary and middle schools' "prestigious teacher" evaluation course, the master group's characteristic and function are investigated thoroughly by the field investigation ways of nature observation, interview, questionnaire etc., and four constructive suggestions to the questions that exist in the investigation has been put forward:1. "the substance" emphasized more than "the formation"; 2. "development" emphasized more than "becoming famous"; 3. "the ordinary teacher" emphasized more than "prestigious teachers"; 4. "specializing" emphasized more than administrating, projecting, visualizing.
