With the development of the country’s social economy and people’s growing material and cultural needs, Not only do people want to get an education, they want to unify the quality and quantity as well. And We need to set realizable goals about the popularity of higher level education. The high quality education becomes the key to resource utilization. In the pursuit of high educational quality in a wave of reform, prestigious school collectivization school-running policy shows strong vitality. Prestigious school collectivization school adopt one or a few good schools for leaders, associating with the development of relatively weak school together, through the transmission and absorption to expand the coverage of high quality educational resources. Ten years, collective school-running has flourished in the schools, a lot of achievements also exposed some problems, Caused extensive concern of scholars, experts and the community from all walks of life and thinking.Because the school collectivization school is mainly for the integration of high quality educational resources, involving multiple stakeholders, such as government, schools, relatively weak schools, students, parents, etc., they will take different action from their own perspectives which can lead to different school collectivization school-running results. Considering the high quality educational resources scarcity, for detection of famous universities in the process of collectivization school-running efficiency, high quality educational resources integration on the basis of a lot of reading literature at home and abroad, this paper found the Data Envelopment Analysis (DEA) model is suitable for high quality educational resources integration evaluation. First using the scientific method to establish a set of evaluation index system, take the example of Chengdu school collectivization school-running, elite group from Chengdu, the school is not students section, a comprehensive evaluation of different regions, different spheres of pre-primary school group found education resource integration efficiency of broad elementary and junior high school; Three layers of the efficiency of resource integration is more than a sphere, a circle at the same time is more than two layers; Cross-regional education resource integration is less than the elite group across the land area of the evaluation results. Finally, combining with the Angle of game theory analysis of the choice of different but related interest persons, it is concluded that in the future school collectivization school-running process, should pay more attention to the government performance and the quality of teachers and flow, elite group informationization development, etc.
