Analysis Of The Background And The Effect Of The University Merged In The 1990s

High education system reforms have entered a new stage with the increasing development of social marketing system form 1990抯.Meanwhile, as one of major reform means of high education system ,merging has played a great role ,which upgrades some universities both in quality and quantity. Why and how? The author managed to analyze the follow facts: First of all, the author touched on several stages of merging and specified the merger of substance. Second, the author sizes up the merger background of times from the three aspects, such as: social economy, system reform and selfdevelopment. He states that the merger meets the demand of economy development; with respect to system reform, the author analyses the management system, which is summarized as: first unii~ing, then monopolization, division and closing. Regard the self-development, the author analyses the matters arising from the comprehensive development horizontally and vertically of universities, and the problems because of their self-structure and small scale of college. Third, the author puts forward requirements of the merger. External conditions consist of fund and the demand of government, society and patriarches, which the internal conditions are explicated from the following: advantage complementary and resources share, relative close to each other, and the improvement of management. Fourth, some difficulties and methods to solve are raised specifically from the ideological understanding, organization, cohesion, coordination of interests, funds, subjects construction and the relevant comprehensive argument. Finally, some positive effect and how to develop after merging universities and colleges are elaborated on scale benefit, structure and leveling common universities. In the long run, the higher authority will continue merging universities, but some breakthrough will come up. Moreover, the administrative order will be weakened, the require of selfdevelopment will be strengthened. Although, the university merger is called to a temporary halt, we must make unremitting efforts to consolidate our merger achievement.Shen.xue wuMay .12.2001...
