A Study On The Effect Of Implementing The Comprehensive Two-child Policy In Yiling District

In China,the implementation of the family planning policy has played a vital role in the development of China’s population,creating a relatively long period of demographic dividend,and laying a solid labor force foundation for the rapid development of China’s economy.However,more than 30 years after the implementation of the family planning policy,many problems have emerged one after another.For example,the strict implementation of the family planning policy has resulted in a small number of one-child families becoming "bereaved families" after the unexpected death of their only child.The imbalance of male and female sex ratio has laid the potential hidden trouble of marriage and childbearing for the social stability.China’s aging problem is increasingly serious and so on.In 2015,the Chinese government made important adjustments to the family planning policy,which has long been used to control population growth,and adopted the universal two-child policy.This policy has achieved a good effect in the initial period of time to stimulate the birth,but this is far from the policy makers’ expected goal.Therefore,people begin to think about why,even with the support of the policy of encouraging fertility,the families that meet the conditions are still not strong in their desire to bear children.Smith made a model of policy implementation process,detailed some problems in policy implementation,and fully analyzed and studied elements such as policy itself,target groups,executing agencies and environment.The policy model is basically matched with the research factors in the implementation process of the two-child policy,so this model is chosen as the research basis.This paper starts from the level of family planning policy implementation in China,and fully analyzes and discusses the two-child policy in Hubei Province,Yichang City and Yiling District at all levels.Through the four elements of policy implementation theory model.Smith in the reduced land in the process of "comprehensive two children" policy implementation situation to conduct a comprehensive analysis and discussion,in-depth analysis of some problems and defects,and points out the profound reasons behind these phenomena,how to make more effective reduced land to perform two child policy put forward rational Suggestions.
