January 1,2016,The universal two-child policy was implemented in China,The policy clearly states that a couple can have two children,it ended our country for more than 30 years to encourage a couple to only have a child's fertility policy,which is a major adjustment of family planning policy.At present,the universal two-child policy has been implemented for one year,In order to evaluate the effect of comprehensive policy on two children in Shishi City,Based on the characteristics of fertility policy and the operability of evaluation,this study sets out the evaluation criteria of policy satisfaction,policy awareness rate,total fertility rate,birth sex ratio and birth flow rate as five comprehensive indicators,Using the access to literature,questionnaires,telephone interviews and policy implementation before and after comparison of five indicators into the calculation.,the effect of policy implementation and the expected target comparison method,we found that a comprehensive two-child policy in the short term will enhance the fertility level of Shishi City,However,with the release of the accumulation of fertility needs and fertility of women of childbearing age reduction,fertility level will fall rapidly,It is difficult for Shishi City to complete the policy expected target that the total population fertility rate of 1.8 in 2020.We also find that the universal two-child policy will help to reduce the sex ratio at birth in Shishi City,but the policy has unintended adverse effects,that is,the number of abortions increased significantly after the implementation of the policy.In order to optimize the implementation effect of the universal two-child policy in Shishi City,This paper analyzes the existing problems and causes of the universal two-child policy,and puts forward the following suggestions:rationally allocating public service resources to reducing the child's reproductive cost,improving the women's employment security measures to alleviate women's reproductive and employment conflicts;Regulating maternal health care process to reduce women's reproductive risk;monitoring and evaluating the effect of policies to adjustment and improve the fertility policy.
