Secondary vocational education is an important part of the national education system and the human resource development. And also, it is an important way for the youth to open up the door to success. Meanwhile, it shoulders the responsibility of cultivating diversified talents, inheriting technique and skills, promoting employment and entrepreneurship. The vocational education subsidizing policy system has gradually been established and improved since 2007 in China. Until now, 90.7 billion yuan has been used for subsidizing and over 60 million people have been subsidized; Vocational education tuition-free policy has been taken into effect since 2009. 51.4 billion yuan has been invested and more than 3000 people have been subsidized. The secondary vocational education subsidizing policy has been constantly improved in the process of implementation. Specific subsidizing objects, subsidizing standards and measures for administration have formed.In order to know the real implementation of the secondary vocational education subsidizing policy in the ethnic minority areas of Yunnan province, evaluate the effect of the policy for students and the development of vocational education, know the remarks from the related parts on the policy, summarize the experience and the existing problems in the process of implementation of the policy, and put forward suggestions for the improvement of the policy, the author decided to study the performance of the secondary vocational education funding policy in the ethnic minority areas of Yunnan province.The main characteristic of this research is that through the description of the policy of “subsidy”and “tuition-free”and the exploration of the content of the the secondary vocational education funding policy in the ethnic minority areas of Yunnan province, the following point has been put forward: secondary vocational education funding policy is beneficial for the development of the secondary vocational education of the ethnic minority areas in Yunnan province.Literature analysis, questionnaire investigation, interviews and other research methods have been used to study the performance of the secondary vocational education funding policy in the ethnic minority areas of Yunnan province. There are 3 parts in this thesis. In the first part, it introduces the current situation of subsidization for the secondary vocational education in the ethnic minority areas of Yunnan province. Through reviewing the background and the content of the policy, analyzing the the existing subsidizing methods and the related regulations, the implementation situation and the achievement of the policy will be summarized. In the second part, it analyzes the current situation of the social participation of the students, schools, student enrollment, professional settings, teachers and vocational education. And it also summarizes the deficiencies of the policy put forward during the research by the staffs that are in charge of different departments; In the third part, some countermeasures and suggestions have been put forward to perfect the policy t. This study can improve the secondary vocational education subsidizing policy in the ethnic minority areas of Yunnan province, and provide referential literature materials for the constantly improvement of the policy.
