Research On Performance Of Financial Expenditure On Secondary Vocational Education In Yunnan Province

In the modern era,economic development is changing with each passing day,and the development of the economy is inseparable from the cultivation of talented people.Naturally,it is also inseparable from the training of technical talents.At present,secondary vocational education in our country is cultivating a highly qualified labor force with professional skills.Since 2005,China has begun to vigorously develop secondary vocational education,so that the financial expenditure for secondary vocational education has gradually increased.The continuous increase in financial funds has led to continuous improvement in the quality of teaching and the continuous expansion of the scale of schooling.The development of secondary vocational education has seen a major leap forward.The continuous development of secondary vocational education has also produced a series of positive external effects on society.Its development provides people with more opportunities for education,and increases education options at different levels.At the same time,the development of secondary vocational education also helps people master professional skills,optimize the labor force structure,ease employment pressure,and enhance the entrepreneurial ability of the educated people.The current economic development of Yunnan Province is relatively backward,and an important way to promote its economic development is to vigorously develop education.Secondary vocational education can not only provide more people with opportunities for education,but also improve the technical capabilities of educated people.Moreover,the time cost of its investment is relatively short and the cost of capital is low,which is suitable for the current economic environment in Yunnan Province.With the increasing emphasis on the development of secondary vocational education in Yunnan Province,financial expenditure has naturally increased.It has also achieved rapid development and has played a catalytic role in the economic development of Yunnan.However,some problems have also emerged in the course of development.Along with the continuous increase in fiscal expenditure in secondary vocational education,problems such as inefficient use of fiscal funds and unreasonable expenditure structure have emerged.Therefore,in order to ensure better and faster development of secondary vocational education in Yunnan Province and thus promote the effective development of the economy,it is particularly important to study the performance of its fiscal expenditure.Based on this,the dissertation will study the fiscal expenditure performance of secondary vocational education in Yunnan Province,mainly from three aspects of theoretical analysis,current situation analysis and empirical research,and finally put forward corresponding policy recommendations.The theoretical part mainly introduces the meaning of fiscal expenditure performance of secondary vocational education and the basic content and basic theory of performance evaluation.The current status analysis section mainly introduces the current state of total financial expenditure and expenditure structure of secondary vocational education in Yunnan Province,and analyzes the results achieved.As well as the existing problems,the empirical analysis part mainly adopts the DEA analysis method,selects relevant data from 2001 to 2015,and conducts an empirical analysis of the fiscal expenditure performance of secondary vocational education in Yunnan Province.The research conclusions show that although some results have been achieved,The problem of the low level of financial performance of secondary vocational education in Yunnan is relatively serious in recent years.In some indicators,there is a phenomenon of redundant input and insufficient output.In view of this conclusion,this section also analyzes the reasons for the low performance of its financial expenditure,and mainly elaborates on the three aspects of financial expenditure management,financial management system,and supervision and evaluation system.Finally,according to the above reasons,the article gives corresponding policy recommendations from the aspects of improving the management level of financial expenditure in secondary vocational education,perfecting the financial management system of secondary vocational education,and perfecting the supervision and evaluation mechanism of secondary vocational education.
