According to the Ministry of Education which issued a "national long-termeducation reform and development plan (2010-2020)" requirement, by2020Chinashould establish a modern vocational education system, and the importance ofvocational education in China’s education system should be more prominent. Yunnanis a less western developing province in China, which is relatively backward ineconomic and social development, and scientific and technical personnel has been oneof the main reasons that plagued this province’s economic and social development. Inrecent years, Yunnan proposed a strategic objective called "Xing Dian fu min" whichmeans re-energize Yunnan and enriching people.This objective called thedevelopment of vocational education as an important foundation for economic andsocial development of Yunnan. Based on the12th five-year plan education careerdevelopment in Yunnan province, the relevant provisions of vocational education hadmade it clear that "speed up the construction of public training base for vocationalschools to the public, the construction of a number of national and provincialministerial level key secondary vocational schools."Although the central and local government have corresponding financial policies andsystem which give secondary vocational education in Yunnan investment protection,but in the performance of secondary vocational education funding has long beenneglected. Since1998, Yunnan province`s funding on secondary vocational educationof Yunnan maintained an average annual growth rate of about20%, but whether theincreasing total funding year by year exists the problems such as irrational allocationof resources, duplication of investment losses and waste of funds, capital managementefficiency and low efficiency in the use of the education funding has increased yearby year secondary vocational education in Yunnan Province. How much did theincreasingly funding had promote the ultimate effectiveness of Yunnan`s secondaryvocational education,if increasingly funding in recent years has not been fully promote the effectiveness of Yunnan`s secondary vocational education, where isreason and how should we solve the problems, those are unavoidable issue in thefuture development of Yunnan`s secondary vocational education.Therefore, this paper combine the factor analysis and DEA (Data EnvelopmentAnalysis) method to construct a performance evaluation system of secondaryvocational education funding in Yunnan, studies Yunnan`s secondary vocationaleducation funding performance in recent years, analysis the problems in Yunnan`ssecondary vocational education funding performance, through empirical research toidentify the reason, and then propose appropriate policy recommendations.
