Vocational education as the educated to engage in an occupation or productionlabor, occupational knowledge, skills and professional ethics, compared with generaleducation, the contact between the cable quality of workers and economicdevelopment is more direct and close, the contribution to economic development ismore obvious. Vocational education in our country is the important way to promoteeconomic development, promote employment, improve people’s livelihood, and solveThree rural issues. The government of our country has given considerable attentionon vocational education in the1980s, and in August2002and October2005issuedthe State Council on the decision to vigorously develop vocational education " andState Council on the decision to vigorously promote vocational education reformand development". This explains our government recognizes the importance oftraining qualified workers and skilled personnel. Now, Yunnan province’s vocationaleducation is developing rapidly. It has made great contributions in Yunnan Provincepersonnel training.It also played a certain role in promoting local economicdevelopment. However, from the view of the educational effectiveness, there are stillmany worrying problems. In this paper, the main problems in the current vocationaleducation in Yunnan Province were analyzed on the basis of empirical research, andcombined with the basic experience of the development of vocational education,proposes relevant countermeasures and suggestions.The paper is divided into six parts to discuss the vocational educationdevelopment of Yunnan province finance policy and the effect of policies.The first chapter is an overview of the paper. It mainly includes the researchbackground, literature review at home and abroad, the article research ideas, methodsand innovation, current fiscal policy of Yunnan Province. The second chaptersummarizes the achievements of the current fiscal policy in Yunnan Province. Thethird chapter carries on the empirical research, first mades a brief description of the sample data collection, and then selects the relevant data between1998and2009, usethe measurement methods to conduct an empirical analysis on the relationshipbetween vocational education and economic growth in Yunnan Province. The fourthchapter examines the problems of the current fiscal policy in Yunnan Province. Thefifth chapter analyzes the factors affecting the effects of fiscal policy. The sixthchapter made a number of constructive measures for the current problems ofvocational education in Yunnan Province, with a view to be able to help in practice.
