Two aspects determine whether an institution is valuable:the one is the rationality of its structure, the other is the effect of its implementation.Teacher qualification examination system who palys an important role in guaranteeing the quality of teachers, whether its design is reasonable, whether its effects of implementation is positive, not only relate to the valuable of the system itself, but also severely restricts the level of quality of teachers, and then affects a country’s educational development and social operation.As the teacher professionalization movement growing and the constantly deepening of quality education, China began to implement teacher qualification examination system since 2001 and continuously explore and reform it in the process of development. American teacher qualification examination system started earlier, its development is more complete. This article tries to compare teacher qualification examination system of China with the USA’s,in order to identify the status quo of Chinese teacher qualification examination system, find the existing problems, and make recommendation to improve it on the basis of summarizing the experience of the United States. This dissertation consists of three main parts:Firstly,study the history of the teacher qualification examination system of the two countries, discover their background of evolution,summarize the developing characteristics of them,and then expand the contrast between the two.Secondly, compare the current status of the two countries on their systems of teacher qualification examination from three levels:the organization and management, the operation,and the effect. In terms of the organizational and management, compare them in three dimensions:the setting of teacher qualification exam standards, the developing of teacher qualification examination tests, the conducting of teacher qualification exam services,so that to explore the characteristics of the two countries on their organization and management. In the operation,mainly through investigation on the teacher qualification exam test system, evaluation standards system, quality supervision and guarantee system, analyzes the differences between the two countries on the operations of teacher qualification examination. In the study of effects, respectively expounds the positive effects and negative effects of the teacher qualification exam in the two countries.Finally, on the basis of the previous comparative analysis, explore problems that exist in Chinese teacher qualification examination system summarize the experience of American teacher qualification examination system, and then make suggestions to improve Chinese teacher qualification examination system.These suggestions include: build a diversified service systems of teacher qualification exam; integrate teacher education system and teacher qualification examination system,holding phased test; introduce the performance evaluation system and evaluation criteria system; improve quality supervision and guarantee mechanism of teacher qualification examination.
