| In 1980s, as the national strategy, many countries started to build the teacher-quality-guaranteeing system, to promote teacher education reform and to improve the quality of teachers. With the development of international teacher education standard trend, education developed countries have established a series of professional standards for using in the teacher’s qualification, the rank promotion,performance appraisal,and other fields,leading the teachers’ professional development.Foreign practice has proved that the implementation of teacher qualification standards plays an important role in the guiding beginning teachers’ professional ethics,professional knowledge, professional performance and professional discipline. In the National mid and long-term Reform and Development Plan (2010-2020) promulgated by the central committee of the communist party of China, it emphasizes that teacher’s education is the foundation, and to promote the development of education, it should to strengthen the construction of the teacher development, improve the quality of teachers and teacher’s ethics construction, establish a sound teacher management system. In the Ministry of Education on Establishing a Sound Long-term Mechanism in Primary and Secondary School Teachers, it also referred to the teacher teacher’s ethics incentive,publicity, evaluation and supervision, to promote the quality of teachers. Since the Teachers’ Qualification Regulations promulgated on December 12, 1995,it has standardized the construction of the teachers in our country, but the enforcement of the regulations are failing to achieve the desired effect. And then, on February 10, 2012, the Ministry of Education of China released the Primary and Secondary School Teachers’Professional Standards (try out),aiming to further enhance teachers’ quality, but its target is in all subject teachers, failed to highlight the P.E. teachers’ professional characteristics.The United States is the leading country in the development of teacher education,and the P.E. teacher qualification standards is more perfect in many countries. Researches of the P.E. teacher qualification standards in China is still in its infancy, and official standard has not come on stage yet, but some academics have constructed the P.E.teacher qualification standards related text. This paper mainly through the literature material method, logic analysis and comparative research, stars with the analysis of the physical education teachers in the related literature, on the depth analysis of three typical standard text, induction, summarizes the common parts(Including other scholars similar views), comparing with the American entry qualification standard of sports teachers,mainly from the construction of a standard concept and build to compare the two aspects of content; the thesis aims at exploring the existing problems in P.E teacher qualification standards(The common parts of the three standards and other scholars similar views), and through summarizing the experience, to provide the final build of P.E. teacher qualification standards reference and advice.Through the comparative analysis of physical education teachers in China and the United States the eligibility criteria, the following conclusions:1 .The entry qualification for physical education teachers of related policies proposed earlier time, our country related policy time later.2.Official P.E. teacher qualification standards in building for the future, may include sports teachers’ mental quality, teachers’ professional knowledge, sports teachers’professional practice three aspects.3.The concept of our country the relevant standards is not mature,PE teachers’education development.4.Our aim at the cultivation of PE teachers’ practical ability is lacking, is not conducive to the development of the teachers’ comprehensive ability.5. The official qualification of physical education teachers in the lack of standards,the sports teacher education development limited.6. America’s P.E. teacher qualification standards with maturity and advanced,is advantageous to the PE teachers’ professional development.Summarizing the deficiency in our country, for our country official formal physical education teachers in the eligibility criteria make the following Suggestions:1.Learn the advanced ideas of America, Strengthen the authority of teachers’qualification certification and normative.2. Pay attention to the cultivation of PE teachers’ practical ability.3. To build our country official P.E. teacher qualification standards, to speed up the sports teacher education development.4.Attaches importance to PE teachers’ professional development. |
