As one of national qualifications, the feature of teacher qualification is that most of the teachers involved have the corresponding training. Teacher training system has been for over three hundred years since it began to establish in the beginning of 19th century. The changes of teacher qualification are an appropriate illustration to teaching professionalism. To fulfill teacher-qualification scheme is not only the important foundation of high-quality teacher group, but also the impetus of the development of teacher education.Germany and America are two developed nations that have successful experience in carrying out teacher-qualification-license-system. The paper deals with the characteristics of teacher qualification in Germany and America from modern time to present time, which provides valuable reference for performing teacher qualification program in China.The first part of the paper covers the changes of teacher qualification establishment in Germany and America from 19th century till the modern time.The second part focuses on the comparison of teacher qualifications in the two nations, and summarizes the similarities and differences.The framework of China teacher qualification status is discussed in the last part, together with some existing aspects that should be perceived in performing the program.The intention of the paper is to find the constructive information for accomplishing Chinese teacher qualification system from the practice in Germany and America.
