Implementation of examination system of teacher qualification is not only the quality of the basic guarantee for teachers, as well as it is an important prerequisite for educational development and national economic and social development steadily. One of the most important functions of examination system of teacher qualification is it can select education and teaching personnel who can meet the requirements of modern teacher, the effectiveness of the system has appeared since 1995. It has formally implemented for more than ten years. However, with the rise of teacher professionalization movement and teachers post of a historic change in supply and demand, as the teaching profession "doorway" of the existing examination system of teacher qualification, it is "powerless" obviously, such as the "fragmented" exam organizations, the lack of uniform testing standards, the different content requirements, the validity skepticism, these show that examination system of teacher qualification has been unable to meet education reform during the new period and match higher standards of teacher professionalization. A stricter and better teachers knowledge and teaching ability exam will be brought into the study of education reform.The examination system of teacher qualification is so real dilemma, the thesis followed the basic idea of propound the problems-analyse the problems-solve the problems", it based on the teacher competency, first, it pointed out the meaning and characteristics of the teacher qualification examination, teacher competency and examination system of teacher qualification, and after observing the historical achievements of its implementation in the past ten years, and Indicated the unavoidable problems, such as the standards are too low, the equity is insufficient and management defects, after that it analysed the causes. And then it summarized the Praxis Series which is widely used in American teacher qualification test and analysed its structure, characteristics, operation and management mechanism and summed up the characteristics like unified examination standards, rich content and varied forms, focusing on practical teaching skills, tight organizational design, strict examination procedures and so on. At last, according to these experiences, the thesis thought over our examination system of teacher qualification'reform directions from system construction, service subject and specialization guide. That is to say, we should essentially enhance and improve examination system of teacher qualification, expand the services agency to foster authority of the examination the authority, give full consideration to the specialization guide including the examination content and forms.
