As a systematic strategic management system, the Balanced Score Card Theory which has just used less than 20 years, has proved it’s scientific and applicability by a large number of successful practice cases,since it was put forward in 1992.The Thesis Bases on the brief analysis of the Balanced Score Card Theory framework, development status, and Focuses on analyzing non-profit organizations, especially the present situation of the colleges and universities,on the basis of the research in domestic and foreign development present situation.In the end attempt to summarize and apply to the Balanced Scorecard Framework System of management mode in colleges and universities.As the only undergraduate college in western Inner Mongolia autonomous region,Hetao College in 2012 promoted undergraduate course is successful, the original disciplines base is relatively weak, there is irrational discipline, interdisciplinary synergies poor construction level lower level, the advantage is not prominent academic development,academic orientation features concise, fatigue, lack of discipline construction results, and other issues.In 2014, Hetao College has established "discipline construction and development plan", at the same time to strive for discipline construction.This thesis will learn from non-profit organizations, especially colleges and universities of the typical the Balanced Score Card Theory, and by visiting the hetao institute in charge of discipline construction of school leadership, discipline construction management department leadership, the main unit of the discipline construction unit(department), the department of leadership, discipline leaders, etc., to the school to do as much as possible to understand the condition of subject construction.The thesis based on the analysis of the internal and external environment of discipline construction, By the tools of SWOT and PEST,and focus on using the Balanced Score Card Theory, from four dimension:Customer,Internal Business Processes,Learning and Growth and Financial,to build the college discipline construction strategic planning and implementation of the strategic balanced scorecard system.At the same time explore to improve the execution of the strategic planning of the college’s discipline.The thesis is base on investigation and research,make clear that the execution of the main four levels task of discipline development by drawing the strategy map and thestrategic balanced scorecard. Select the college level and an overall academic level(school focus on building and focusing on cultivating the eight subjects) of these two levels of analysis and study.Clear he key indicators in the strategic planning and implementation by the single action plan,and Important guarantee measures, etc, formed a complete system in the end.Looking forward to using the balanced scorecard system to clear the college discipline development strategy,and it can provide some help in the aspects of promoting the college discipline construction executive force.
