With the implementation of the P.R.C.Law for Promoting Private School And various of education policies,private international schools usher in a period of vigorous development.At present,with the continuous development of economy and the investment attraction of local governments,private international schools in the first tier cities begin to march towards the third and fourth tier cities.School A was established in 2016 and officially opened in 2019.It is committed to becoming the highest-end K-15 private international school in Quanzhou.School A,as the first private international school in Quanzhou,has been facing challenges and pressures from local competitors since its opening.In the face of complex external environment,school A should first solve what kind of strategy to use to maintain competitive advantage and expand market share in Quanzhou basic education industry.Based on the current situation of the development of private international schools,this paper analyzes the running environment of private international schools in Quanzhou and the current situation and development trend of the basic education market in Quanzhou by using the theoretical analysis,empirical investigation and analysis,model analysis and other research methods,and the comprehensive use of PEST analysis model,Porter Five Forces Model and other strategic management related theories.On the whole,the market of basic education in Quanzhou is developing well,but there are some unfavorable factors in the market of basic education,such as increasingly fierce competition,stricter government monitoring,and changing policies.Combined with the analysis of the internal conditions of school A,this paper finds that school A has sufficient resources and strong ability.When facing good external development opportunities,it should overcome the threat of existing competitors and potential entrants and seize the opportunity to achieve its own breakthrough and development.On the basis of environmental analysis,this paper puts forward the overall strategic objectives of school A and determines that the differentiated competitive strategy is more suitable for the current development of School A through strategic analysis and comparison.Then it describes its strategy with the combination of critical success factors and strategy map,and formulates the balanced score card of School A according to its objectives.Finally,according to the strategy map and the balanced score card,the specific differentiated strategy measures and corresponding performance indicators of school A are formulated from four aspects: finance,customers,internal business process and learning and growth.The conclusion of this paper not only provides a strategic implementation framework based on the Balanced Score Card Model for school A,helps it maintain good development and competitiveness in Quanzhou basic education industry,but also has certain reference significance for the strategic management of other private international schools in China to some extent.
