School-based In-service Teacher Training, as an important means for the professional development of teachers has changed the idea and the model of teacher training, from institutions outside the school to school sites,from theory-laden universal training to the more practical school based teacher improvement. The practice of SBI has a great influence on the effect of education reform .UK, as one of the earlist country to carry out SBI has undergone a revolutionary change from 'The James Report' to 'Teacher: Meeting the Challenge of Change'.With the full development, It has formed a regulated and flexible practical model. The SBI programs, including the set of goal,the establishment of content and the selection of ways is teacher-centred and based on the needs of shool and teacher development. From the viewpoint of regulation and cooperation, UK established sysmatic administration and evaluation, especially university-school partnerships,which give a strong support for the implimentation of SBI.Based on the discription of the development of SBI in the UK, this dissertation shows the practice by such classic examples, analyzes the key factors to successful practice, and reflects on the implementation of SBI in our country,and provides some constructive suggestions: (1) SBI is not Utopia,which should be adopted and practiced based on circumstances and reality; (2 ) The Sheme of SBI should be designed on the principle of teacher-centred,stressing the power of teacher development; (3) The supporting system of SBI should be effective and cooperative.
