A Study On The Problem Of "College Entrance Examination" Under The Interest Game

The Ministry of education issued a decree regarding the rural migrant workers trailing children attend college entrance examination after receiving compulsory education in local place, actively promote the pace of the feasibility to explore "the offsite college entrance exam" strategy. It becomes a guide for different provinces to formulate "the offsite college entrance exam" ice-breaking plan. At the end of2012, most of the local governments enact "the offsite college entrance exam" plan, but, the plan is only a first step in breaking the college entrance examination, the road ahead will be long, policy formulation to implementation will also have a hard course.The paper aims at researching our country’s current "the offsite college entrance exam". It is according to the train of thought which combines macro and micro analysis, historical review, the current situation, and the theoretical analysis. It is not only analyzes our country’s "the offsite college entrance exam" policy, but also explains the concrete implementation plan issued by the various provinces and cities. Further more, in order to make a full understanding of "the offsite college entrance exam" policy, this paper uses Game Theory to analysis this issue and grasp the social influence.First of all, this paper uses historical method to investigate "the offsite college entrance exam", uses the method of literature to investigate since the Tang Dynasty, Song, Ming and Qing each historical period of the phenomenon of pretending household register in imperial examinations. At the same time, balance between absolutely fair examination and regional fair is a reincarnation debate, this issue is no accident.Secondly, this paper uses Game Theory to discuss the conflicts and interests between the rural migrant workers trailing children and the local examinee. Conflict of interest between candidates, unfair admission of current college entrance examination, uneven distribution of education resource, the existing household registration system limit and scientific definition candidates are all practical dilemmas to put "the offsite college entrance exam" into effect.Thirdly, this paper analysis all policies related to "the offsite college entrance exam" which were issued by the central government and various local governments. It is not hard to see all the Policies can be divided into four different types. All in all, based on the above analysis, increasing the education funds, setting up a kind of university entrance exam registration form——"student status", distributing the quota of university enrollment scientifically, and strengthening the government’s regulation to inhibit the phenomenon of "NCEE Migrant" etc are all countermeasures and suggestion to resolve the problem of "the offsite college entrance exam". Positively modify "the offsite college entrance exam" strategy to assist the government and the administrative department of education making scientific decision and deepen college entrance examination reform.
