Colleges And Universities Based On The Balanced Scorecard Performance Evaluation System

With the higher education moving from the elites to popularity, the inside and outside environment of high school has changed greatly, and the competitions between high schools are also becoming tough and tough. Facing the new environment and the challenge, high schools are making new strategy based on their own features. While, the performance evaluation system of high schools is now almost all composed by finance index and budget index, which cannot satisfies the demand of management. And what's more, the performance evaluation system of high schools does not focused on strategy; it cannot make any contribution to the execution of strategy. So, how to build strategy-focused performance evaluation system of high school is the basic topic of this thesis.Based on the Balanced Scorecard, this paper analyses the way to build high school's performance evaluation system, and provide a universal structure which can turn the high school's strategy target into specific performance indexes. The performance evaluation system can help high schools to improve operational results and financial results effectively, and satisfy the demand of different stakeholders. First of all, this paper develops the vision and framework for the research through background analysis and literature review; after it, based on the reviewing of performance evaluation-related papers, this paper sets the hypothesis that the Balanced Scorecard should be used to build high school's performance evaluation system; then, this paper analyzes the current situation of high school's performance evaluation system and the feasibility of using BSC to build that, which providence evidence on this paper's research hypothesis; finally, this paper analyzes the way to use BSC to build high school's performance evaluation system, and provide a universal structure.The paper not only provides institutional insurance for high schools to conduct their strategies efficiently, but also provide a new solution for the implement of the "National education reform and development of long-term planning programs".
