The results of performance evaluation is the main basis for the allocation of performancepay, teacher performance appraisal is an important basis of strengthening the construction ofteachers. To implement the scientific and effective teacher performance appraisal, is toimprove the overall quality of teachers, the key link to promote teachers’ scientificdevelopment, is an important task to improve teachers’ incentive and restraint mechanisms,and strive to build a full of vigor and vitality of the teachers and personnel system, tostrengthen the teachers team construction, fully mobilize the enthusiasm of teachers’enthusiasm, initiative and creativity, with the guide extremely important.Through the comparative study on teacher performance evaluation both at home andabroad, on the background of teacher performance teacher evaluation, performanceevaluation, performance evaluation, the implementation of elements of teachers teachersbalance and other aspects of performance evaluation, evaluation of teacher performancecomprehensively investigated. This paper analyses the characteristic of students, teachers andSchool of medium occupation school, based on the guiding ideology of teacher performanceevaluation of balanced summary of medium occupation schools. On the basis of the elementsof the Balanced Scorecard this management idea design medium occupation school teachersbalance performance evaluation from four dimensions, namely, the improvement of thequality of students, teachers, school development and achievements of teachers teamconstruction of teachers’ performance evaluation.In this study, the quality of students with reference to three dimensions of the newcurriculum, which is "knowledge and skill, process and method, emotion, attitude and values".To improve the quality of students, this is the teacher’s performance, including teachers,teaching and class work. Various factors of students’ quality requirements and teacherperformance determines the development of the school and teachers. The school developmentplanning is to position the school scientific development goals, refining and form thecharacteristics of running a school, and the formation of school culture construction. The quality of teachers in order to promote school development, cultivate more excellent students,talents for society. Finally discusses the medium occupation school teacher performanceevaluation of balanced application.Balanced Scorecard to improve the quality of secondary vocational school students,teachers performance, school development and construction of teachers, were analyzed, andthe establishment of balanced performance evaluation system of teachers in secondaryvocational schools. Through the analysis of the Balanced Scorecard, secondary vocationalschool teachers balanced performance evaluation basic requirements, secondary vocationalschool teachers need to constantly improve balance performance evaluation; improve thequality of teachers should adapt to change; vocational school teachers understand and applybalanced performance evaluation.
