A Study On The Synergistic Mechanism Of Urban Community Public Goods Supply

With the rapid developing of society and economy in China, the process of urbanization becomes faster and faster, there are more and more urban population and more complicated population structure. Community has become the basic unite of urban development after the “unite system”, also become an important place for the residents of the community to get public products gradually. However, in the face of the diversity and complexity of the residents’ demand preference, and many spanning departmental boundaries of the community public affairs, the functional departments of single government are meticulous division and clear hierarchy can’t achieve the effective supply of public goods; and in the structure of traditional hierarchy of China, obscure function and many departments lead to absent position and buck-passing problems. Which exacerbated the shortage of the supply of urban community public goods supply, to manifest as the “vacuum” and the “gap” of supply.For the problems in the supply of community public goods, this paper get some inspiration from the collaborative governance theory and holistic governance theory that collaborative mechanism among the supply of public goods helps to improve the supply status. This paper consider that the mechanism of collaborative supply refers to that the government is under the guidance of the concept of the demand-centric, through modern information technology, to achieve horizontally and vertically co-ordinated action within the system, through this collaboration it is hoped to provide seamless public products and service for the public, this paper intends to discuss four aspects about the vertical and horizontal co-ordination of the supply mechanism in the government. Firstly, the demand-response mechanism of the urban community public goods; secondly, the decision-making mechanism of supply of urban community public goods; thirdly, the resource-mobilization mechanism of supply of urban community public product; fourthly, the regulatory mechanism of supply of the urban community public product.Based on the fieldwork of community public goods supply practice in X district of Shanghai, this paper believes that the government should establish the demand-response mechanism which is face-to-face, and wide communication channel, the decision-making mechanism which activation the responsibility body, the resource-mobilization mechanism which integrate and sink social resources to community, the regulatory mechanism which is single and diversity regulatory information channel. In order to settle some problems, we need all above mechanisms. There are the collected channels of public opinion are decentralize and getting narrower, the top-down and government-oriented supply pattern, weak ability of resource mobilization and the problem of asymmetric information with fragmented regulatory. Finally, the government will realize the goal of effective collaborative supply of public goods.
