Study On Multi-subject Collaborative Governance Of Xi’an Urban Community

Community is the basic unit and platform of social life,urban and rural community service and management ability directly affect the level of social governance and comprehensive efficiency.Strengthening community governance is not only an important part of the construction of a modern country,but also an inevitable requirement of social development.As a result of the transformation of government functions and the downward transition and transformation of rights and responsibilities,communities are shouldering an increasing amount of the workload.Problems that really affect people’s lives,conflicts that exist at the grassroots level,occur in the community and are expected to be resolved at the community level.The community "two committees" of the work force and the status of rights,and the community’s expectations do not match.In order to fulfill the work requirements of the government and meet the expectations of the masses,communities need to change their work ideas,integrate community resources,maximize the strength of their own communities and improve the level of community governance.In this context,some communities put forward and practiced the community governance model of "multi-subject collaborative governance".Community and urban community,community governance is presented in this paper,based on defining the concept of plural,cooperative game theory,participatory governance theory as theoretical basis,through literature analysis,case analysis and empirical research method,multiple subject in-depth study QL community collaborative governance of basic situation,main methods,results,and existing problems.Analysis and research on street agency supervision,guidance and help,community led,participation of jurisdiction of each unit,the effect of multiple subject "collaborative governance" mode,and optimized countermeasures for the existing problems,as the main body in the urban community has adopted the collaborative governance,realize the burden increase efficiency,improve the level of community governance,provide experience.
