Research On The Operational Problem Of The Dispute Mediation Mechanism In Urban Community From The Perspective Of Collaborative Governance

The effective operation of the dispute mediation mechanism in urban community has significant influence in preventing and resolving major risks.China is in a critical period of transformation of its economic system and social structure.The rapid urbanization make that the movement of people becomes more frequent,and the social structure becomes more complex.During the important period,the risk and the opportunity are in in a state of coexistence,and the frequency of dispute is increasing.The 19 th National Congress of the Communist Party of China said that the dispute mediation mechanism should be constructed firmly to prevent and resolve the disputes among the people.The“last mile” of social governance is the urban community that there is the “gathering place” of all kinds of disputes.If effective governance is not carried out to resolve contradictions and disputes at the source,it will affect the practice of maintaining stability at the grassroots level.In this context,the dispute mediation mechanism in urban community has taken a meaningful part in community governance.This paper uses semi-structured interviews and case studies.The paper is based on the theory of collaborative governance,and then construct the framework of “the leading of government;the multiple participation of Governance subject;the guarantee of mechanism;the good operating environment.” This paper analyzes the typical cases of the dispute mediation mechanism in the Zhanqian community in Fuzhou City,focusing on how the urban community contradiction and dispute mediation mechanism operates effectively.The study found that the mechanism has problems such as poor collaborative governance process,limited operational effectiveness,insufficient awareness and ability of multiple participants in collaborative governance,lack of community residents’ subject consciousness and public spirit and so no.The reasons have four aspects: First,the government’s leading promotion is not effective enough.Second,the various guarantee mechanisms of the dispute mediation mechanism in urban community are not perfect.Third,the construction of a collaborative governance platform for multiple participants is insufficient.Finally,the operating environment is limited.The paper puts forward four policy suggestions for effectively optimizing the dispute mediation mechanism in urban community: first,the governance should make a reasonable position and formulate a list of rights and responsibilities;second,the governance should improve the guarantee mechanism to ensure normal operation;third,the multiple participants should strengthen platform construction and improve governance capabilities;fourth,each governing body should take efforts to improve the operating environment.
