| As the "last mile" of urban governance,community governance is not only a dynamic regulation mechanism for the completion of the public affairs goals of the community,but also builds a diversified network system with autonomous,social,civilian,government and other organizations.In the process of community governance,the relevant departments are dominated by the department itself,and they have not established a corresponding horizontal and vertical communication system with the grass-roots communities and other departments,has a greater impact on the effective play of community functions.In addition,due to the imperfect community governance and irregular governance,it is easy to lead to the professionalization of community governance agencies,the protection of human and property,and even in infrastructure supporting.In this context,the Community Public Finance Bureau can only ensure the basic operations of the society,the stakeholders and government resources have also undergone different degrees of differentiation and weakening,making it difficult to generate the due community governance capacity.For this.Community collaborative governance not only emphasizes the efficient guidance of the government and the party,but also needs to guide residents to actively participate on the basis of piercing the leader of different service enterprises and social organizations,and then build a diversified new ecological community governance system.After sorting out and summarizing the relevant literature at home and abroad,this paper,taking the Caotang Road community as a case,uses the literature research method,the theory of collaborative governance,the theory of public participation and field research method to deeply dig into the problems existing in the collaborative governance of public security of urban community.It finds several problems in the current process of community governance of Caotang Road,including insufficient coordination among collaborative departments,less effective collaborative governance,incomplete goal and system of collaborative governance,inadequate participation of residents in community collaborative governance and so on.The deep reason behind it lies in the following four aspects—the coordination mechanism of governance body is not perfect;inadequate utilization of diverse organizational governance capabilities;the evaluation mechanism and function orientation is unclear;residents’ participation literacy and mechanism need to be optimized.Given all these reasons and to fundamentally solve them,it is suggested that the system construction of collaborative governance of community safety should be strengthened and that the community safety management and operation system should be established.Besides,the multiple collaborative mechanism of community public security service should be constructed,which means the guidance of government,effective participation of enterprises and social organizations,as well as active supply of community residents committees.What’s more,the supervision and evaluation mechanism should be introduced to improve governance efficiency,including building scientific community public security governance and evaluation system,clarifying the relationship between government and market in community governance,setting up an information platform for collaborative governance.Moreover,residents’ participation enthusiasm and safety awareness should be improved.Finally,the public safety culture of community should be fostered.Taking Caotang Road Community as an example,this paper aims to renovate the governance model of urban community public security in the new era,change the traditional thinking and action mode of government management and further explore the collaborative governance of urban community public security,so as to solve specific problems existing in community governance and provide suggestions for the three-year development plan of Caotang Street to ensure the harmony and stability of the grassroots community and to improve residents’ sense of security,happiness and satisfaction.This paper also can serve as a reference and guidance for urban community collaborative governance in other regions. |
