The Research Of The Supply Mechanism Of Environmental Public Products In Urban Community

With the rapid development in society and economy, the resident in urban communityput forward a high quality of community life as well as the improvement of community livingenvironment. In order to meet the effective supply of environmental public goods in urbancommunity, the academia has study on different supply mechanism. While the supply ofenvironmental public goods can not meet the needs of residents. It is because that the supplymechanism is not incentive compatible.With the rapid growth of the need about the environmental public goods in urbancommunity, this paper presents the problem about the shortage of supply, low-efficient ofresource utilizing and disorder of government.Then it analyses the cause of the supplyproblems by the Mechanism Design Theory. On the one hand, the decision-makingmechanism can not work because of the distortion and dispersion of the information resource,the solidification of the decision thinking model and the lack of incentive compatibility of thedecision goal.On the other hand, the supply mechanism can not work because of the lack ofmulti-subject’s participation and utilization of resource. In additional, the supervisionmechanism can not work because of the information asymmetry, the shortage of Reverseincentive mechanism and the lack of supervision institution.Depend on the analysis of thedecision-making part, the supply part and the supervision part, this paper put forward a way tosupply the environmental public goods in urban community effectively. On the one hand, itshould construct an incentive compatible decision-making mechanism by building theincentive mechanism, carrying out the information sharing incentive and regulating thedecision model. On the other hand, it should construct a supply mechanism by building aincentive platform for multi-subject participation, establishing a sustainable mechanism offund input and an economical mechanism of resource utilizing.In additional, it shouldconstruct an incentive-oriented mechanism for supply supervision by incenting thesupervision of limited information, building the reverse incentive mechanism and completingthe incentive supervision institution.In a word, in order to realize the balance of supply and demand, the local governmentshould propel the supply of environmental public goods in urban community meeting thevarious needs of the residents through constructing the incentive mechanism of the decision-making part, the supply part and the supervision part.
