Emergency Information Flow-oriented Quality Management

With increasing globalization, our economy and society is at a very important transition period. The rapid economic development has gradually highlighted the potential social conflicts, industrial accidents, public health, social security and natural disasters and other public emergency situations become more and more frequent and have increasingly complex. This has brought a great challenge to stability and coordination of the whole society. Therefore, how to strengthen our emergency response system, strengthen the quality of emergency management, reduce the sudden public events on economic and social development and people's daily lives, is the urgent problem.So on this basis, the author started investigations and studies with the title "The information flow-oriented emergency management". With the purpose of combing the entire process of emergency management and discusses each attention. Because information occurs in each step and information flow is the main line runs through the whole process of emergency management. This article regards this main line as a starting point and an opportunity to discuss emergency management and related concepts and methods, trying to establish a general organization for quality management system of emergency. Improving the quality of emergency management through clear procedures and regulatory requirements, enhance the organization's capability on emergency management. Nowadays there's no one thing can live without information, only by seizing and rational use of information resources, can we get the optimal results.The article can be divided into five parts. The first chapter is an introduction, it contains the background, purpose, significance, and document review. The second chapter describes the information in emergency management in the entire process, from the initial information gathering, screening, analysis, processing and dissemination of information to feedback and update, and describes each step in the work related to emergency management. The third chapter focuses on the point. Chapter four is for the establishment of emergency management information system, using the complete database and human-computer interaction system to enhance the quality of emergency management, in order to help quick emergencies respond. The last part is the conclusion chapter, a brief discussion of the summary and statements.Thesis discusses how to improve the information as a starting point to the quality of emergency management, increase organizational capacity to respond to emergencies, cut the "man-rule" phenomenon to the minimize, instead of that rely on more scientific and standard management, to achieve maximum risk reduction, cut down the probability of crises.
