Major emergencies occur frequently home and abroad,which has a great impact on economic development and social stability.Research on efficient and orderly emergency response management methods and relevant emergency response support systems has become an urgent need to deal with major emergencies.As the important subject and object of the emergency response system,rescuers and victims play a significant role in the process of emergency response.In the early stage of an emergency,there is a serious shortage of emergency materials,energy,information and other resources.When rescuers and disaster victims participate in emergency response,the demand for the same kind of resources is greater than the supply of emergency resources,there will be resource competition.If different events are not handled in time and the disposal of problems is unreasonable,it is bound to affect the normal progress of emergency response action.This paper proposes an integrated internal and external emergency response system for the combination of victims and rescuers,defines the scope of application of the system,studies its organizational structure,response process,situation reasoning,resource allocation and other system characteristics,and verifies its feasibility through modeling and simulation methods.The work and innovation of this paper are as follows:Given the ambiguous organizational structure of the internal and external emergency response system,which deals with the flexible emergency inadequately,a mechanical and organic emergency organizational structure model is designed.The model meets the rigid constraints of the hierarchical emergency organization structure of our government,and can also meet the flexible characteristics of temporary emergency groups.On the premise of ensuring a certain emergency efficiency,it greatly improves the flexibility of the organization structure.In this paper,the model is formally described by the tuple method,which provides a basis for subsequent research.Aiming at the problems of the nonstandard emergency response process and low efficiency of the combination process,a parallel emergency process model based on the Stochastic Petri net is proposed,and the weak steps in the process are found and improved.Taking the earthquake emergency process as the research object,this paper clarifies the emergency process of rescuers and victims,and puts forward the internal and external combination process of "separate before combination".After transforming it into a Petri net model,the effectiveness of the model is verified,the system performance is calculated,and the corresponding improvement methods are proposed for the weak steps.The existing emergency description and disaster evolution reasoning methods are difficult to apply to the internal and external emergency response system.This paper proposes a hesitant fuzzy Petri net to solve the above problems.This method has a strong parallel reasoning ability,retains the hesitation and fuzziness of proposition in the whole reasoning process,and the lack of some information will not block the reasoning.This paper also proposes a new hesitant fuzzy utility function for defuzzification,which is more in line with the subjective feelings of the judges.Given the long waiting time of critically ill patients caused by unreasonable resource allocation of disaster victims,this paper proposes a priority-based emergency medical resource allocation method.The medical assistance model of disaster victims arriving at the temporary rescue point is constructed by using the time-colored Petri net,the resource bottleneck of the rescue point is analyzed,and three rule-based resource allocation strategies are proposed.The simulation results show that the average waiting time of critically ill patients is optimized.Aiming at the problem that it takes a long time for rescuers to move between rescue points,considering the mobility of victims,the concept of a cluster point is proposed.Combined with the previous research on the key elements of the internal and external domain combined emergency response system,this paper constructs the internal and external domain combined emergency response system model from the perspective of multi-agent system engineering.The K-medoids clustering algorithm is used to calculate the location of aggregation points,and a genetic algorithm is used to assign rescuer tasks.The effectiveness of this method is verified by many simulation experiments,and the scope of application is clarified.
