Research On Problems And Countermeasures Of Emergency Management In Fengtai District From The Perspective Of Whole Process Management

In April 2018,the emergency management department of the People’s Republic of China was officially established.In the new era,China has formed a new emergency management system led by the emergency management department.As a district level people’s government,Fengtai District has established a new emergency management system and department in accordance with the management structure of the higher level government and based on the original work safety supervision and management responsibilities and personnel.Before the institutional reform,the emergency responsibilities undertaken by the Department were mainly risk management and emergency disposal of some industries.After the institutional reform,emergency management needs to be carried out in all fields related to public security,such as production safety,fire rescue,public health and natural disasters.In short,in any industry,as long as there are uncertain factors and unexpected risks,it belongs to the scope of emergency management.Therefore,affected by the change of the nature of work into a comprehensive management department,the wide horizontal scope of work functions and many vertical links,Fengtai District emergency management is led by the District Emergency Management Bureau,which needs to coordinate multiple peer units and cover all work fields.There are often cases where the work is not easy to promote,and it is difficult to ensure the multi-level and multifaceted emergency management needs of the society and the public.The research from the perspective of whole process management can provide richer theoretical support for the practical implementation and efficient operation of emergency management in Fengtai District,and has practical significance for practitioners in this field to optimize work processes and improve work methods.Its representative development direction of emergency management is generally representative,which has a certain reference significance for the in-depth development and promotion of regional emergency management in medium and large cities.This thesis applies the whole process management theory and collaborative governance theory,selects the current situation of emergency management in Fengtai District as the research sample,uses the core ideas of the two theories,through in-depth literature research,interview research and analysis,case analysis,and analyzes the current situation of emergency management in Fengtai District under the theoretical background and framework of the whole process of emergency management,Find the possible problems of Fengtai District Emergency Management and the shortcomings that need to be strengthened and improved.Through literature research and interviews,it is found that there are problems in the whole process,integrity and coordination of emergency management in Fengtai District,mainly including difficult implementation of management responsibilities,need to straighten out the management system,unsmooth working mechanism,single participants and slow digitization process.On the basis of empirical research,referring to and analyzing the whole process management cases of emergency at home and abroad,this thesis puts forward the Optimization Countermeasures in five directions: improving the legal construction,promoting the implementation of management responsibility,promoting the system construction of system management,straightening out the emergency working mechanism in multiple directions,strengthening the socialized construction of emergency management,and accelerating the innovation of emergency science and technology.
