In recent years,the sudden public events more and more frequently attack countries all over the world.All governments need to strengthen capability to respond to various disasters and incidents.Especially for China,such a disaster-prone country,the effective management of public emergency will be conducive to economic development and social stability and harmony.Emergency management,as a major work system,includes all aspects,among which an important one is supply of emergency materials.Timely supply of emergency materials to meet the needs,often related to the success or failure of emergency management.By the impact of the past planned economy,China's management of emergency materials have a lot of problems, such as fragmentation,rigid emergency organizations,poor response and poor transmission of information and so on,and the operation of the entire supply chain is lack of integrity and systematization.This study attempts to apply supply chain thinking,theory and methods to govemment emergency management.First of all,via the analysis of the consistency of goals of emergency supply chain management and objectives of the government emergency management,it comes to the feasibility of this application.And then set up a basic emergency supply chain model,and describe all aspects in detail,including the demand forecast,material collection,storage,transportation,provide,recycling,and assessment.And then focus on analysis on the information flow in the emergency supply chain,including its content,the role and characteristics.Based on the information entropy theory,this study analyzes and results in an information flow transmission model which is suitable for emergency supply chain - an integrated operation model of information flow,and subsequently establishes the information flow model of the emergency supply chain.Finally,it analyzes the "five elements" of the information flow model and describes the supportive mechanisms of the model's operation.
