Based On The Individual Effectiveness Of China's Rural Cooperative Medical System Optimization Analysis

Recent years, a series of problems of the new type of rural cooperative medical system in use are emerging, such as moral hazard, adverse selecting and welfare loss, has brought a loss of individual medical resource, ultimately the individual medical utility could hardly achieve its optimization. Which medical system could avoid efficiency loss and obtain a relative optimization of individual medical utility? Considering about this question, this paper, which set up a model of Optimal Medical Investment in the aspect of individual medical utility, government investment, individual investment and the efficiency of medical system operation, got a hypothesis of the maximization of individual medical utility. This hypothesis consists that government investment and the result of medical system promote each other, and this virtuous cycle helps to increase the efficiency of the medical system operation. Effective medical system guarantees the increase of individual medical utility. In order to testify the hypothesis, the author makes demonstration analysis on those two results separately and got two demonstrations. Firstly, the correlation degree between individual medical utility and the efficiency of medical system operation is high. Secondly, the efficiency of medical system in eastern countryside is comparatively high because the high government investment in eastern areas, which ensures sufficient fund for establishing and consummating a supervising and evaluating mechanism. That is to say, there is little lose in this system operation and the medical resource is reasonably distributed and used abundantly, and individual medical efficiency achieves the optimization compared with rural area in western and middle parts, which has a good consistency with the hypothesis. However, the optimization of cooperative medical system in countryside of our country mentioned in this paper does not mean it has to copy everything of eastern area, but means to establish a comparable consummate medical supervising and evaluating mechanism to ensure the operation efficiency of local medical system get a comparable good result and realize the reasonable distribution of individual medical resource. Possess more medical resource, and cut off the loss in the operation session of medical system. Therefore, the most emergent affair in optimizing new type of rural cooperative medical system in countryside of our country is to increase government investment and to establish a functional medical supervising and evaluating mechanism.
