Research On Efficiency Evaluation Of Medical Security System Based On Enhanced DEA-Tobit

The medical security system is a guarantee system that the state protects the residents' health level and withstands the health,economic and other risks caused by disease,it's also a system of raising,distributing and using the medical insurance fund.To improve the health of life the government,society,individuals and families invest a lot,the total medical cost of China increase from 500 billion in 2000 to 3538 billion in 2014,and the rate of the growth far exceeds the rise rate of GDP.At the same time,the proportion of the government health expenditure increased year by year and grows to 29.9%now.However,such a large amount of health care and health resources didn't reduce personal medical expenditures,the problem of expensive and difficult in medical is still exist,the government pressure increases year by year but did not completely solve practical problems.So it's important and urgent to conduct a comprehensive analysis of the medical security system running state.The paper put forward to use the efficiency concept to carries on the analysis for the needs of assessment of the medical security system running status.First of all,research the relevant results and literature from home and abroad,combine the characteristics of medical security system and choose the data envelopment analysis(DEA)as the main method and summarize the DEA applications in the health-care field;Next,expand and improve the basic DEA model,put forward the expanded DEA-Tobit model to evaluate the efficiency of medical security system,use DEA model to analyze the internal factors and at the same time introducing PanelData-Tobit model for external variables panel data,in addition enhance the basic DEA model and propose orientation scale variable remuneration model,the relative effectiveness model and the Malmquist method;Thirdly,put forward a set of medical security system efficiency evaluation index system through the way of literature analysis and statistical analysis and combined with health production function concept,and then use the canonical correlation analysis to evaluation the correlation between input indicators and output indicators;Finally,select 124 DMUs of 31 provinces of China from 2011-2014 as the empirical object and indicate that the current index system and evaluation model can find the problems and quantitative lack of input and output effectively,make the efficiency results as the explained variable and the economic,government,urbanization,aging,employment status,education level and health resources as the explaining variable to analyze the relationship between the variables,and then put forward the corresponding improvement suggestions of our country's medical security system combined with the efficiency evaluation results.
