The development of rural medical security is affected by the development in rural economics and rustic income along with peasant's consciousness. China had had greatly obtained in the establishment of her rural medical security system. However, to build a brand new socialistic countryside, it was impending to accomplish this system. While there had been a lot of problems in finishing this work, one big difficulty was caused by the developmental imbalance in chinese countryside. In fact, this had been the most prominent characteristic in chinese rustic development. Therefore, the principle of adjusting measures to local conditions and taking different modes of multi-orientation and multilayer should be adopted in solving problems in doing this work. In this article, based on the analyses of the modes and experiences of some other countries in setting their rural medical network as well as direction by the public product theory, by presenting Longtoupu Zhen of Zhuzhou, Hunan as an example, where field survey dealing with establishment setting, capitial raising, personnel equipping, government guiding, instruction propagandizing had been put in practice, it was proposed that, to construct a reasonable and accessible rural medical treatment and public health security system, re-understanding the functions and roles of the local government, efficiently intervening market malfunction in fields of public medicine and health, giving attention to both high efficiency and justice, optimizing distribution of sanitation resources, continuously processing the innovation of macroscopical rural economical system in order to radically resolve the problem of deficient finance-supporting by the government are needed at present.
