Health is a basic human right, even more important resources for personal and socio-economic development. As early as 1977, The World Health Organization put the health education as the realization of "Health for All" goals of global health strategy, and as the first element to implement primary health care. The 16th CPC National Congress report put the health of the whole nation as one of the goal to build the well-off society; The 17th CPC National Congress report: the health is the foundation of the all-round development of people, related to well-being of millions of households. Health Promotion and Health Education is one of the government core functions to fulfill public health policies, is an important part of the civic quality education.Practice has proved that: Through health education and health promotion, People are more likely to voluntarily adopt a healthy lifestyle and behavior, reduce the disease risk factors, prevent Disease and promote health put forward that the first of the Five Principles of Health Promotion strategy is to formulate the healthy public policy (that is, health education and health promotion policy),which means that people have realized it is not enough to promote healthy only through the behavior channel. we Also need to formulate effective healthy public policy, prevent disease and injury and promote health level by mobilizing all positive factors. The formulating of healthy public policy is to create a good living environment for people to be able to enjoy a healthy and good life.From the 1950s, influenced by western modern health education thought, China launched a "patriotic public health" campaign, which is an early implementation of successful health promotion strategy. From the 1990s, the Ministry of Health and other departments unveiled a series of health education and health promotion policies, to promote the process of health education and health promotion.As the window of China's reform and opening up, Shenzhen has witness great progress made not only in economic and social development, but also in medical and health undertakings in the past 30 years. Shenzhen has issued a series of policies related to health education and health promotion, which have achieve better results in such areas as policy security, operational mechanism, the service model, the model of innovation and the work norms. However, it is still very weak in areas such as institution-building, staffing, funding, ranks of the status quo and evaluation of the effect. From the perspective of public policy, by comparing domestic and foreign health education and healthy development of history, this article conducts a retrospective study of health education and health promotion in Shenzhen city from the three areas, that is, the public information and institutional environment of public policy, the subject, object, power and interests of the public policy and the public policy assessment. Through survey of the status quo of health education and promotion and population health literacy in Shenzhen, this article makes an analysis of shortcomings of health education and health promotion policy in Shenzhen; combined with work experience and advanced experience at home and abroad, this article puts forward macro and concrete policy recommendations of sustainable development for Shenzhen's health education and health promotion course, in order to provide policy reference.
