The situation of infectious diseases are becoming worse and worse with the county’s rapid development in the21st century. For example, although severe infective diseases such as SARS, avian influenza, H1N1virus and other infectious diseases have been under control, yet the effective way to prevent and treat these diseases have not been found,. Moreover, people’s nutritional status has been fundamentally improved as living standards have risen in China, but coronary heart disease, hypertension, diabetes, cancer, Alzheimer’s disease and other chronic non-infectious diseases, have become the major killers who affect health.One significant reason of this situation was that little attention had been paid to health knowledge and self health care consciousness.Comparing with foreign advanced experience on the basis of the analysis of basic concept, theory, content and development status, this article is to discuss and analyze how to improve the health education from the perspective of public policy, then leading to the purpose of health promotion. It will involve the effective strategies, multi-channel financing mechanisms, health plan, comprehensive health promotion policy and health care law. The research will be beneficial for the improvement of health education policies in China in the future.
