Objective Analyze the basic situation and influencing factors of the current health promotion and education system,and initially establish a health promotion management mechanism suitable for the actual situation in Shenzhen,so as to provide a scientific basis for the government to issue relevant policies for health promotion in Shenzhen.Methods and content Questionnaire method and interview method:collecting the setting of medical and health institutions,the setting of working networks,personnel structure,budget,technical training and suggestions for health education and promotion management in Shenzhen;Delphi expert consultation method:two rounds of consultation with 20-25 health education experts,and finally setting up the health promotion management mechanism in Shenzhen.Result 1.Persons with junior colleges or below accounting for 18.89%,other professionals accounting for 28.57%,and non-staff personnel accounting for 46.54%.The proportion of low education,non-professional,and no senior technique title is too large,and the professional strength is weak;health education institutions accounting for 7%,and the rate of setting up health full-time education personnel is low(?~2=41.08,P<0.001),institutions with no health education section office or department accounting for 17.02%.Leaders pay insufficient attention,and the organizational structure is chaotic,lack of unified management,and the working mechanism is not smooth;there is no camera,projectors,video screens,and activity rooms accounting for 35.11%,34.02%,27.66%,and 64.89%,respectively,and lack of equipment resources in health education institutions;difference funding institutions accounting for 63.83%,lack of special funding support;no further education,popular science articles,academic articles and subject organizations accounting for 88.46%,47.44%,68.83%,and 85.90%,respectively.The professional quality of the practitioners was not high enough,and the research capacity was lacking.2.The grassroots units of each district were guided by different level of professional institutions.The grassroots health education institutions should carry out their work in the mode of professional training and guidance;the team needs comprehensive,multi-type and compound professionals with good communication skills,organizational ability and professional ability,to ensure the stability of the talent echelon;business funding is combined with the needs of the people to budget,increase funding,and use special funds;the district government will set up a network of health education work for the whole district.Incorporate grid members into vertical management,and unified management of health education staff in all departments to integrate resources;through the government's leadership,various departments collaborate to establish and improve streets and community networks,implement work at the grassroots level,and establish community offices for learning and education,such as united hospitals and community health education staff who come to the community for consultation,increaseing the construction of health education network teams and expanding the coverage of publicity to improve the health literacy level of residents.3.23 experts from provinces and cities participated in this survey including Shanghai,Beijing,Guangdong,Shandong,Fujian,Zhejiang and Hubei,and the work units include disease control centers,universities,research institutes and health education institutions.The age of the experts is mainly young and middle-aged,the degree is mainly master,and the working period is mainly within 40 years.The professional titles of the experts are above the intermediate level,and the senior professional titles are more than half.Over 50%the expert's health education and promotion work is more than 30 years.Experts have high credibility;the recovery rate of two rounds of expert correspondence in this study is 100%,indicating that the consultants are highly motivated and the results are highly credible;the W value range increases from 0.07-0.25 to 0.44-0.68,and the?~2 value ranges from 19.79-114.97 to193.62-312.58,and the range of P value was less than 0.001,indicating that the experts had a good coordination of the indicators of the health promotion management mechanism at the municipal,district,street and various health places;the authority coefficient was basically higher than 0.75,It shows that experts have high authority and the index system of health promotion management work mechanism is reliable.Conclution 1.Policy support,legislative guarantees,talent introduction and capacity building,funding support,organizational structure,cross-department collaboration network,assessment and evaluation mechanism and monitoring system construction are all important factors that restrict the development of S health promotion and health education in Shenzhen;2.After two round of expert consultations,the preliminary construction of the evaluation index system of ealth promotion operation mechanism in Shenzhen has good reliability,and can be applied to the actual work of health promotion and health education;3.The government-led,professional agency guidance,multi-department linkage and collaboration,and the social unit involved in the implementation of the health promotion work operation mechanism and health promotion work are closely integrated,which provides an effective and feasible working mechanism and system architecture for health promotion and health education in Shenzhen.
