Research On Resource Allocation Efficiency Of Primary Medical And Health Institutions In Shandong Province

Objective: The article in the consult literature,statistics yearbook and other departments on the basis of analysis of grassroots medical institutions in Shandong province from 2009 to 2017 the allocation of resources situation and development trend,summarizes its development present situation,and the empirical analysis to evaluate the efficiency of resource allocation,and then analysis the influence factors of resource allocation efficiency,finally put forward the corresponding policy suggestions,in order to improve the basic medical and health institutions in Shandong province the rationality of resource allocation and utilization of effectiveness and sufficiency,make the stable and healthy development of the basic medical and health care career,improve people’s health.Methods:Through literature analysis,descriptive statistics analysis,comparative analysis and empirical analysis method with the combination of a variety of ways,on the one hand,respectively,using DEA method in the BCC model and Malmquist index model from the Angle of static and dynamic two nearly nine years of grassroots medical institutions in Shandong province evaluation and analysis on the resource allocation efficiency;On the other hand,based on the panel data of 17 cities in Shandong province from 2009 to 2017,Tobit regression model is used to discuss the influencing factors of comprehensive efficiency.Results: In the past 9 years,the development of primary medical and health institutions in Shandong province has been good,but their role in the whole medical and health service system has been declining.In terms of efficiency,both static and dynamic efficiency are at a low level,resource allocation efficiency is not high,and total factor productivity shows no obvious signs of rising,which is mainly caused by the low level of technological innovation and organizational management of grass-roots medical and health institutions.In terms of influencing factors,comprehensive efficiency is affected by internal and external factors of grass-roots medical and health institutions,among which internal factors are the main factors affecting the efficiency level.Conclusion: Despite the rapid development of primary medical and health institutions in Shandong province,the efficiency of resource allocation is not optimistic.We should start from the institutions themselves,strengthen technical innovation,improve organizational management level,optimize human resource structure,and improve service quality and level,so as to optimize resource allocation and improve resource utilization efficiency.At the same time,the government should give more support to community-level medical and health institutions in terms of finance,medical insurance,basic drugs and other policies.Mass media and other social organizations should also play an active role in publicity,convey policies and concepts to the public,guide residents to seek medical treatment reasonably,and further promote primary medical treatment at the grassroots level.
