Study On The Equality Of Health Resource Allocation In Nanjing

Objective:Based on the investigation and study about social economy, population health, the amount of health manpower, material resources, financial resources, structure, distribution, as well as the health service utilization in Nanjing, the health resource allocation and equality can be analyzed to explore the effective access to adjust the allocation of health resources, and then to optimize the layout of health resources. In order to meet the medical demand and health care services of residents in Nanjing, and provide a higher quality medical and health services to residents, so as to improve accessibility and equity of health services utilization, as well as to provide the basis for health resources planning and policy-making.Methods:Through field investigation and literature research, to comprehensively and correctly acknowledge the history and status of health resources in Nanjing, grasp the social economy, population health, sanitation resource and health service utilization, and study the relationship between them by statistical analysis. On the basis of using the Lorenz curve and Gini coefficient to evaluate the fairness of health institutions, beds, technical personnel and so on, according to the demographic and the geographical distribution.Results:The Gini coefficient of human resources for health were0.74,074,0.73,0.74,0.69and0.27,0.28,0.26,0.32according to geographical distribution and demographic distribution. The fairness of human resources for health distributed by geography is lower. The amount human resources is shorter, especially the amount of nurses leading to the proportion of doctor and nurse is not ideal. The Gini coefficient of materials resources for health were0.59,0.73,0.80and0.08,0.25,0.39according to geographical distribution and demographic distribution. The distribution of material resources in regions is unreasonable. The input for community health institutions is not enough and resources can’t be fully used. The Gini coefficient of financial resources for health were0.81and0.42according to geographical distribution and demographic distribution. The input of government finance for health institutions is short and the distribution is unequal.Conclusion:The amount of health resources is abundant in Nanjing and healthcare system is improved. But the equality of reginal health resources distribution is low, and the allocation of resources between regions is unreasonable.To promote the coordination and sustainability of health protection in Nanjing, the government should increase input of health resources, allocate more resources to surrounding regions and community health institutions.
