As the medical and health sector develop in China, the hospital's managing systems and methods are constantly changing, which are from the traditional experiential management and single management to the modern scientific management, systemic management and institutional management. At present, most of the hospitals in China belong to the non-profit organization, which perform the governmental commonweal and welfare functions such as health care, teaching, scientific research and etc. On December 14, 1998, the State Council officially published "the decision on establishing the basic medical insurance system of the employee in the town", which marked the commencement of the China's medical and healthy reform. In the face of the impact given by the medical and healthy reform, the hospital how to further strengthen internal management, improve work efficiency and health care quality, enhance the core competitiveness, thus shake off the dilemma, achieve sustainable development, has become the required urgently solving problem to the hospital managers. Performance management as a modern scientific management theory and method came into being in 1970s and gradually developed, is very important in improving the hospital's overall coordination capacity, heightening control level of the hospital managers and ensuring science and rationality of the hospital human resource management and etc. Aiming at the external social environment of the ongoing medical and healthy reform at present, the non-profit hospitals how to be better able to conduct performance management in order to improve and enhance the quality of medical services and to enhance the core competitiveness of the hospital, which has the great theoretical and practical significance for expansion and improvement of the performance management theory as well as to explore and establish the long-term management system of the China's non-profit hospital.The paper, closely focusing on the specificity of the nonprofit hospital's performance management, combining with the challenges and opportunities given by the current medical and healthy reform in our country to the hospital management, through literature analysis and reference to the foreign hospital performance management, and practically investigating into the specific performance management practice of a state-owned nonprofit hospital in our city, carries out a set of performance management framework suitable for the non-profit hospital in our country to carry out the performance management activities, which has certain guiding and facilitating effect on the innovation and development of the hospital management systems. The study points out a scientific path for China's non-profit hospital to carry out the performance management in the background of the medical and healthy reform, as well as has certain reference value to gradually establish and improve the managing evaluation index system in our hospitals and to explore and establish the hospital's managing evaluation system and the hospital's managing long-term system.
