Medical care service is a special service characterized with high techniques and high risks. Its development reflects the life quality and level of social welfare the citizens enjoy. The reform of medical care service of a nation will not only be related to the bearance of public finance but also the welfare of people, the success of which will have a long-term consequence on the national medical and health care services. As a result of traditional planned economy, the public hospital has become the major part of China's medical service system, and its reform could be a decisive factor in the process of reforming the national medical and health care system. In recent years, some experiences have been obtained and positive results have been achieved in some places of China regarding reforming local public hospitals. However, it is obvious that the progress of reform of public hospital in China still long lags behind that of other sectors and has become a focus in society. This article tries to seek for a possible solution to the reform of public hospital through analyzing the problems and relevant influential factors in the process. The text includes four parts: The first part introduces the background of public hospital reform and describes the important role of reforming public hospital in context of nationalwide medical and health care system, emphasizing that the reform of public hospital is the demand of people, development of national economy and self-development of hospitals.
