Performance Of Rural Infrastructure "public Subsidy" Model

"Civilian-Run and State-Subsidized" is a supply mode that the masses finance self-organized and set up small-scale rural infrastructure which the government gives the support or encouragement. As an important supply pattern of rural infrastructure in China, "Civilian-Run and State-Subsidized" mode not only may resolved the plight of a shortage of funds that rural infrastructure supply, but also can mobilize the enthusiasm of the peasant masses to accelerate the pace of rural infrastructure construction. Since the promulgation of the central finance small-scale infrastructure construction of farmland water conservancy "Civilian-Run and State-Subsidized" special fund management pilot approach in 2005, "Civilian-Run and State-Subsidized" mode is widespread application. Along with the implementation of rural infrastructure "Civilian-Run and State-Subsidized" mode projects, the connotation of which is richer, the scope even more expand, the implementation way gradually is also standard, and people have a high voice. But, "Civilian-Run and State-Subsidized" small rural infrastructure project in the implementation process, there are still some problems, affecting passion and enthusiasm of the masses to participate in "Civilian-Run and State-Subsidized" small rural infrastructure project, which is bound to affect the performance of "Civilian-Run and State-Subsidized" mode, and affecting the supply level of rural infrastructure.Therefore, this article is for the purpose of finding out the problems and the reasons which exists in the implementation process of "Civilian-Run and State-Subsidized" mode using the methods of theoretical analysis and case research, so as to enhance the public satisfaction degree of rural infrastructure "Civilian-Run and State-Subsidized" mode. Firstly, This article analyzed the intrinsic logic that "Civilian-Run and State-Subsidized" mode is utilized in rural infrastructure supplies; Secondly, we generalized the historical evolution and current status of rural infrastructure "Civilian-Run and State-Subsidized" mode, and summed up and made assumptions; Thirdly, we analyzed quantitatively the overall satisfaction, as well as various aspects of satisfaction of rural infrastructure "Civilian-Run and State-Subsidized" mode, the results of which showed the overall satisfaction degree is general satisfaction, that is to say, it is not very satisfied specially, this also explained there has some problems truly in the implementation process, and has confirmed the supposition; Finally, the article explained the reasons for the current situation of public satisfaction degree, and then proposed some recommendations to improve public satisfaction degree of rural infrastructure "Civilian-Run and State-Subsidized" mode.This paper includes mainly the following two innovations:On the one hand, the article researched specifically rural infrastructure, analyzing its meaning and the inherent logic applied in rural infrastructure supply, and then recognizing profoundly the implementation performance of "Civilian-Run and State-Subsidized" mode in different historical periods;On the other hand, based on public satisfaction degree perspective, this paper discussed the current the performance problems of rural infrastructure "Civilian-Run and State-Subsidized" mode from the theoretical and empirical aspects. we have tried to build the public satisfaction evaluation index system of rural infrastructure "Civilian-Run and State-Subsidized" mode, analyzing the overall satisfaction and satisfaction with various types using fuzzy comprehensive evaluation method, in order to make the assessment to be more comprehensive and scientific.
